Modeling Sectoral Climate Change Policies: Mitigation, Adaptation, and Acceptance

PROJECT AND MISSION

In the first phase of NCCR climate, the precursor of this project developed modelling tools (e.g. our CGE model GEMINI-E3) specifically designed to assess climate change policies at global, regional, and national (Swiss) levels.

The second phase of MIADAC (see its description here) have consolidated and extended the first period achievements in the following tasks:

Task 1. Developing and assessing Post-Kyoto scenarios, see
Task 2. Modelling mitigation policies in transportation and housing for Switzerland, see
Task 3. Climate impacts and adaptation options in Switzerland: the cases of winter tourism, see

CURRENT ACTIVITIES AND RESULTS

For the third phase of the project (see its description here), we focus on the following research areas:

1. Evolution of international climate policy

  • Role of technology transfer and developing country participation for agreements in the long run.
  • Interactions between international trade and climate agreements.
  • Political economy of national and international climate policy.

2. Interaction of international trade and climate policy
  • Economic and environmental effects of diverse trade instruments (e.g. tariffs and border-tax adjsutements).
  • Consequences of unilateral policies in the EU (e.g. carbon taxes) on emissions leakage and possible compensatory tariffs,
  • Close collaboration with the NCCR-Climate W.P. 4.1 CITEL and with NCCR-Trade Regulation project managed by the World Trade Institute (WTI).

3. Economic impacts of climate change and adaptation measures in Switzerland
  • Indicators of estimates of physical impacts of climate change at regional or national scale.
  • Barriers to bring adaptation issues to the front of political discussions.
  • Priorities for adaptation in areas such as risk awareness, conflict of interests, entangled responsibilities, financing restrictions, myopic views, and lack of information.
